中国经济转型和向经济强国迈进，需要一个现代化、开放的金融体系来支撑，以优化资源配置、推动改革创新。将上海建设成为国际金融中心，是这个蓝图中的重要内容，也是国家发展的重大战略。2009年国务院通过《关于推进上海加快发展现代服务业和先进制造业建设国际金融中心和国际航运中心的意见》，明确提出上海至2020年基本建成“与我国经济实力以及人民币国际地位相适应的国际金融中心”的目标。
China needs a modern and open financial system to optimize resource allocation and promote reform and innovation in support of its economic transformation and move towards an economic powerhouse. Turning Shanghai into an international financial center is not only an important part of this blueprint, but also a major national development strategy. In 2009, the State Council adopted the Opinions on Promoting the Development of Modern Services and Advanced Manufacturing in Shanghai and Turning Shanghai into an International Financial and Shipping Center, which articulated that Shanghai should turn itself into “an international financial center commensurate with China’s economic strengths and the international status of RMB by 2020”.
2020年，我国将全面建成小康社会，“十三五”规划也将收官。对于上海国际金融中心建设而言，是一个重要的承上启下之年。在新的历史起点上，上海国际金融中心将承担全新的使命，力争在强化“四大功能”方面取得新突破，着力提升城市能级和核心竞争力。在这个关键时点，需要全面梳理上海国际金融中心建设取得的成绩和存在的不足，并就未来发展目标和路径开展深入探讨。
In addition, 2020 is also the year when China completes the building of a moderately prosperous society in all respects and the last year of the 13th Five-Year Plan. At this critical moment, we need to take stock of the achievements and weaknesses of the Shanghai international financial center drive and explore in depth future development goals and paths.

The extensive and close economic cooperation between Shanghai and Singapore over a long period of time has set a solid base for their financial cooperation. Shanghai and Singapore, as two of the world’s major financial centers, have their own advantages and share broad prospects for cooperation in the areas of financial services for the Belt and Road Initiative, capital market connectivity, RMB internationalization and Fintech innovations. Down the road, what can be done by Shanghai and Singapore to promote cooperation in the financial sector and what opportunities will emerge in such areas as cross-border finance and asset management?

Despite a brief recovery, the world economy lacks growth momentum and continues to slow down. In particular, the COVID-19 pandemic in the beginning of this year has exerted a big impact on our economy and society worldwide, leading to global economic downturn and wild swings in financial markets. The creation of the STAR board in the Shanghai Stock Exchange and the trial of a registration-based IPO system for the STAR board in 2019 is the most vigorous and influential reform in China’s capital market in recent years. Since its inception, the STAR board has been running smoothly with a steady growth in market size, and has been very instrumental in facilitating science and technology innovation and deepening capital market reforms. China’s new securities law that took effect on March 1, 2020 articulates a series of new institutional reforms including rolling out the registration-based IPO system for securities issuance across the board. What experience can be drawn from the STAR board to improve systems and mechanisms and press ahead with more profound reforms in China’s capital market? What reference from mature overseas markets can be taken for the future development of the STAR board and registration-based IPO system?

Becoming a global asset management center is an important component of Shanghai’s endeavor to develop an international financial center. 经过多年努力，人民币国际化取得长足发展，人民币纳入SDR货币篮子，计价货币功能逐步呈现，支付货币功能稳步增强，投融资货币功能不断深化，储备货币功能显著提升。随着“一带一路”建设的深入推进，包括上海自贸区新片区在内的自贸区加快发展等，人民币国际化将继续稳步推进。上海将进一步加快全球人民币金融资产配置和风险管理中心建设，不断健全金融基础设施，进一步完善金融服务体系，着力提升人民币市场的深度和广度，促进人民币国际化进程。
Over the past few years, with its inclusion in the SDR basket, the role of RMB as a pricing currency has been gradually established while its roles as a payment, investment and financing, and reserve currency have been significantly enhanced. The unfolding of the Belt and Road Initiative and the accelerated development of free trade zones, including Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone will pave the way for continuing and steady internationalization of RMB. Shanghai will press ahead with the development of a global RMB financial asset allocation and risk management center, consistently improve the financial infrastructure and the financial service system, increase the depth and breadth of RMB market in an effort to promote of RMB internationalization.

The judicial environment for finance is an important part of the business environment and financial ecology. In recent years, with the launch of a series of initiatives such as the establishment of the Shanghai Financial Court, Shanghai has continued to make new progress in the law-based financial governance. It is of great significance for Shanghai to explore by in-depth discussion of the role of judicial functions in financial reform and development of international financial centers, as well as the experience of foreign financial center cities in this regard.
